VIENNA CONFERENCE ON HUMANITARIAN CONSEQUENCES OF NUCLEAR WEAPONS


Dear Members of the House and Senate Subcommittees on Strategic Forces:



I am sending the attached documents to you because 'a decent respect for the opinions of the World' is part of what it is to be American. America (and Russia) cannot simply ignore what the rest of the world thinks about the 95% of world nuclear forces that are in the hands of the US and Russia.


In particular, the Subcommittees on Strategic Forces of the US Congress must, if you are to discharge your responsibilities adequately, take full account of what the worlds governments have said about nuclear weapons at three successive intergovernmental conferences (Oslo in 2013, Nayarit Mexico in Feb 2014, and Vienna in Dec 2014).


This is particularly so in view of the utterly dire (indeed, apocalyptic) consequences that are now accepted as real by the rest of the world including the 158 governments that participated in the Vienna conference of 8-9Dec in the Hofburg Palace. The US government, which attended, made no attempt to contradict the factual conclusions as to those consequences.


The Vienna Conference concluded that large scale nuclear weapons use is likely to bring about the end of what we call 'civilization', and could possibly bring about the end of humans as a species. Nuclear weapons are an existential threat to all. The conference concluded that unless nuclear weapons are completely eliminated in a short time, such use, via malice, madness, miscalculation, or malfunction, is inevitable. These are not the conclusions of fringe activist groups but of respected global experts accepted by governments worldwide. These conclusions were echoed by a meeting of Nobel Prize – winners in Rome immediately afterward.


Your respective House and Senate subcommittees on strategic forces will be guilty of the grossest of irresponsibility if they ignore or lightly set aside such findings.


I trust you will be able to give them the weighty consideration they merit.
